While the United States is planning to demobilize 50 MX missiles, Russia is adding about one of their new Topol-M (SS-27) ICBMs a month. Actually, Russia's older ICBMs, while technically still in service, are falling apart due to age and poor maintenance. All U.S. ICBMs are kept in good shape, but the Russian's do not want to admit that many of their ICBMs are not really operational.
