The US has invited NATO nations to take part in designing, building, and hosting a multi-layer missile defense program. In response to critics who charge that the anti-missile battle is too complex and the technology not yet mature, the US plans to build the system in "blocks" (each lasting two years) with each block being an improvement over the previous system. Earlier blocks would be upgraded to the standard of later blocks as time goes by.--Stephen V Cole
