US District Judge Royce C Lamberth has struck down the US Army's promotion policy, saying its "equal opportunity" rules give preference to minorities and women over white men. Policy guidelines order promotion boards to consider "past personal or institutional discrimination" against women and minorities, which amounts to giving them preference.
