On July 18 Yugoslavian military sources reported a Yugoslav patrol boat on Lake Skadar (between Montenegro and Albania) was fired upon. The report said automatic weapons fire was aimed at the boat from the direction of an Albanian security border post located near Tunel. (We found no reports from the Albanian side.) A western news source said that the Yugoslavs say that smugglers are very active in the area. In fact, the smuggling gangs are a major political and military factor in Albanian politics.
