In both Pakistan and Bangladesh, government officials are blaming the Indian intelligence service (RAW) for supporting the rebels who have made violent attacks recently. Pakistan believes that RAW is stirring up tribal unrest in Baluchistan, and in Bangladesh, the government believes RAW is behind recent attacks by Islamic radicals. In both countries, these allegations of Indian interference are rarely backed by any evidence, and are widely considered as a ploy to avoid admitting that there were serious problems that the government ought to do something about. Blaming problems on RAW is another way of saying, "these things are beyond our control, so don't blame us for it, and don't expect any improvements either."
